Disagreement comes out fully before the decision, then everyone supports it, including the people who argued against.

Ask two questions. Who disagrees, and why, say it now. Then, can you fully support this even though you disagree.

Use it when

Dissent turns into quiet sabotage after a decision.

Skip it when

Without safety to disagree in the first phase you get false agreement that falls apart later. Build that safety first, or you are manufacturing the appearance of consensus, which is the failure AI already makes more likely.
